On April 7, the State Council issued an approval (No. 28, 2022) to the Ministry of Science and Technology and the People's Government of Jilin Province to approve Changchun Jingyue National High-tech Industrial Development Zone as a national independent innovation demonstration zone, with area coverage determined by the statement issued by relevant departments of the State Council.

According to the approval, Changchun Jingyue National High-tech Industrial Development Zone, as a national independent innovation demonstration zone, should follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th CPC National Congress and all plenary sessions of the 19th CPC Central Committee, thoroughly implement the decisions and plans of the CPC Central Committee and the State Council, apply the new development philosophy in full, in the right way and in all fields of endeavor, move faster to create a new pattern of development, pursue innovation-driven development, give full play to Jilin's advantages in geography, resources, talents and industrial technology, actively carry out pilot trials of innovation policies, keep improving the capacity for independent innovation, foster a modern industrial system, support the comprehensive revitalization of Jilin and Northeast China, and strive to build itself into an innovation engine zone for Jilin's all-round revitalization, a pilot zone for institutional reform, a hub for openness and innovation in Northeast Asia, an ecological model zone for innovation and entrepreneurship and a leading zone for "digital Jilin" construction.

Changchun Jingyue National High-tech Industrial Development Zone was approved to enjoy relevant policies for national independent innovation demonstration zones. Based on its actual conditions, the zone should deepen reforms to streamline administration and delegate power, improve regulation and upgrade services, strengthen the optimization and integration of innovation resources, further reform the management system for science and technology, improve the innovation and entrepreneurship ecosystem and the business environment, set an example in promoting the innovation transformation of traditional industries, cultivating strategic emerging industrial clusters, upgrading the industrial sector with digital technologies, boosting coordinated development between regions, introducing and nurturing innovative talents, providing technology services and driving innovation and opening-up in Northeast Asia, and strive to develop replicable and scalable experience

The inter-department coordination group for national independent innovation demonstration zones is to guide the work of Changchun Jingyue National High-tech Industrial Development Zone, implement relevant policies and measures, study and solve major problems in development. Relevant departments of the State Council should, in combination with their respective functions, give active support to arrangements for major projects, pilot trials of policies and innovations in systems and mechanisms. 

The approval urged the People's Government of Jilin Provincial to strengthen organizational leadership, establish a collaborative promotion mechanism, build a collaborative platform for innovation and cooperation, formulate implementation plans, specify tasks and measures, and promote the work of Changchun Jingyue National High-tech Industrial Development Zone.
